According to police, Muleya was kidnapped after leaving work on Tuesday. His family reported him missing when he failed to return home that night, prompting a search effort. A member of the public found his body on Wednesday morning, along with two bullet cartridges at the scene.
Thabo Kawana, the top civil servant in Zambia's information ministry, vowed to bring those responsible for Muleya's murder to justice. "I want to assure the nation that the people involved in this gruesome murder will be brought to book," he said.

Muleya took over as director general of the Independent Broadcasting Authority (IBA) in May, succeeding a veteran journalist who led the authority for 10 years. Prior to his appointment, Muleya served as general manager of MultiChoice, a South African pay TV firm, in Zambia.
The IBA expressed deep sadness over Muleya's death and pledged to continue upholding the values and vision he championed during his brief tenure.
