Guinea Unveils Draft Constitution for Elections and Reform

In a significant step towards restoring constitutional rule, Guinea's National Transition Council released a draft constitution online on Monday. The document, set to be voted on by year's end, proposes a bicameral system comprising a National Assembly and Senate. It also retains progressive measures from the 2020 Constitution, including the abolition of the death penalty and female genital mutilation.

Key provisions of the draft constitution include:

- A strict two-term limit for the presidency, with each term lasting five years
- Mandatory notification of reasons for arrest, detention, or charges

However, uncertainty surrounds the eligibility of General Mamady Doumbouya, who seized power in 2021, to stand for president in future elections. While the transition charter bars him from running, this restriction is notably absent from the draft constitution, potentially leaving the door open for his candidacy.


The draft constitution's publication marks a crucial milestone in Guinea's transition towards democratic governance, with elections on the horizon. As the country moves forward, clarity on General Doumbouya's status will be essential to ensuring a smooth and legitimate political process.
