A military court in the Democratic Republic of Congo (DRC) has issued an international arrest warrant for Corneille Nangaa, the leader of the rebel coalition that includes the M23 armed group.

The warrant accuses Nangaa of failing to prevent acts of torture amid ongoing clashes between the Congolese army and M23 rebels.

Nangaa, once a key political figure in the DRC, previously served as the head of the country’s electoral commission (CENI). He oversaw the controversial 2018 presidential election that led to Félix Tshisekedi’s victory. However, political tensions later forced him into exile in Kenya following disagreements with Congolese authorities.

In 2023, Nangaa took on a new role, aligning himself with the Congo River Alliance, a coalition of armed and political groups opposing Tshisekedi’s government. His involvement with the alliance has placed him at the center of the ongoing conflict in eastern Congo, where the resurgence of M23 has intensified violence and displacement.

Despite the arrest warrant, Nangaa has not publicly responded to the charges. His association with M23—an armed group accused of human rights abuses—has drawn international concern, as the DRC continues to grapple with instability in the east. The government’s move to issue an international warrant signals its intent to hold political and military figures accountable for the escalating violence.

As tensions rise, the international community will be watching closely to see how this arrest warrant impacts the conflict and the broader political landscape in the DRC.
