Burundi to Release Over 5,000 Prisoners to Ease Overcrowding

In a bold move to tackle prison overcrowding, Burundi’s President Evariste Ndayishimiye has issued an ultimatum for the release of all prisoners charged with minor offenses within two weeks. This directive aims to alleviate the strain on the country's prison system while offering a second chance to thousands of inmates.

As part of the initiative, 477 prisoners have already been released from Muramvya prison. Overall, 5,442 prisoners—representing 41% of Burundi’s prison population of 13,211—are set to be freed. According to President Ndayishimiye, this pardon is not about legal obligations but about fostering change and encouraging those released to contribute positively to the nation's development.


“This pardon is not imposed by the law because you do not pardon an innocent,” said Ndayishimiye. “It is an opportunity given to our brothers and sisters to change, convert, and help develop Burundi.”


The decision has been widely welcomed. Gabriel Rufyiri, president of Burundi’s Observatory for the Fight Against Corruption and Economic Malfeasance, applauded the move as a step in the right direction. However, he urged the government to extend its focus beyond prison reforms by adopting measures to encourage Burundians living in exile to return home.


“This is a good thing,” Rufyiri said. “However, there should also be political measures from the president to encourage Burundians to return.”


Burundi’s prison system, consisting of 11 facilities, has long struggled with overcrowding. The release of prisoners charged with minor crimes marks a significant effort to address the issue while promoting rehabilitation and reintegration into society.


As the process unfolds, it signals a broader commitment to addressing systemic challenges in Burundi’s criminal justice system and fostering reconciliation within the nation.
